LEAP

Through a partnership with the El Paso County Department of Human Services, Goodwill administers the Low-Income Energy Assistance Program, or LEAP, which provides home heating assistance to eligible, low-income residents who pay monthly utilities directly to an energy provider or through rent payments.

 Goodwill’s mission is to help people find work and we realize limited finances for adequate home heating is a barrier to employment.  Through the administering of LEAP, Goodwill dissolves this barrier allowing residents to better focus on finding employment.

 Aid is available to U.S. citizens and Colorado residents and runs November 1 through April 30.  LEAP assistance is not intended to cover residents’ entire heating bills but will pay a portion in a one-time payment directly to the energy provider.  Assistance is determined by the homeowner’s monthly income and number of members living in the home.

 LEAP is a federally funded program.  Services are provided at no direct cost to El Paso County.
