Programs for Individuals with Economic Disadvantages

Goodwill Community Service Block Grant/ARRA

Are you a recipient of Food Stamps, TANF, Diversion, or CCCAP benefits through the El Paso County Department of Human Services? Are you an El Paso County resident with an income under the 200% of the poverty level designation? You may be eligible for assistance with household organization, developing appropriate natural support systems, negotiation skills, money management training, community integration, career counseling, and an array of coping skills. Career Development Center Programs:

Milestones Case Management
Milestones Case Management provides job training, employment workshops and case management services to individuals and families receiving public assistance, known as Temporary Assistance to Needy Families.

Through the Community Work Experience Program, participants gain on-the-job training by working at nonprofit or corporate sponsored sites throughout the community.

Employment First
Food stamp recipients gain job skills and work experience by "working off" food stamps at nonprofit organizations in the community. Individuals increase their ability to secure gainful employment through these experiences. 

Job Placement Services
The staff at the CDC can provide individualized job search assistance as well as employment workshops. Career counselors provide one-on-one guidance during the job search by assisting individuals with such things as completing job applications and securing interviews. The Milestones Business Center offers individuals the use of telephones, computers, a fax machine and a copier to assist in their self-directed job search.

Child Care Licensing
Goodwill licensing specialists inspect and monitor child care homes and school age centers as well as offer orientation classes for individuals interested in starting home child care or school age center services in El Paso, Pueblo, Fremont and Teller Counties.

Low-Income Energy Assistance Program (LEAP)
Through a partnership with Colorado Springs Utilities, LEAP helps low-income huseholds with winter home heating costs. The program is run from November through April and assists over 10,000 houseolds in El Paso County each year.

Parent Opportunity Program
This program promotes responsible parenting among underemployed or unemployed non-custodial parents whose children receive public assistance and are eligible for child support services. Goodwill provides employment services and training to help parents improve their lives and support their children as part of this community partnership.

Life Skills Program
Clients receive parenting skills training and homemaker skills including case management support designed to help strengthen self-sufficiency.
